In pursuance of approval of the Govt. of Assam vide Letter No. VFV.315/2020/48 dated 21st July, 2022, ONLINE APPLICATIONS are invited from eligible intending candidates of Assam for undergoing one year VFA Training Course in Elementary Knowledge of A.H. & Veterinary Science for the Session 2022-23 at the School of Veterinary Science & A.H. at Ghungoor, Silchar, Assam and its extended campuses which will be received from 10.00 hrs of 28/09/2022 up to 23.59 hrs of 27/10/2022 for admission against 450 number of seats against 269 nos of vacancies as per Roster Register and 181 nos of Contractual Post in Mobile Veterinary Units (MVU) nicknamed Pashu Sarathi as mentioned here under:

Age Limit: A candidate should not be less than 18 years and should not be more than 30 years of age as on 01/01/ 2022. The upper age limit is relaxable for the candidates of reserved categories as per existing provision. However, there is no provision for condonation of age. 

Age Relaxation: Upper age limit is relaxable as under: 
i. 03 (three) years in case of candidates belonging to OBC/MOBC. 
ii. 05 (five) years in case of candidates belonging to SC, ST (P) & ST (H). 

Educational Qualification: Minimum educational qualification required for admission is HSSLC (Science) passed with Biology as a Subject from the recognized University/ Board .

Application Fees: 
# Unreserved/OBC/MOBC candidates- Rs. 250/- 
# SC/ST candidates- Rs. 150/- 
# Fees is to be paid ONLINE. 

Reservation: Reservation for admission into 450 seats shall be given as per existing Reservation Policy. The benefit of reservation under EWS can be availed upon production of latest income certificate for the Financial Year 2021-22 issued by the Circle Officer of the Revenue Circle where the candidate and/or his family normally resides. The income and asset certificate issued by any one of the authorities in prescribed format as given in Annexure- I (to be uploaded in Department's website) shall only be accepted as proof of candidate's claim as belonging to EWS.

How to Apply VFA Assam Training Course Admission 2022: 

The Candidates having the required essential qualification for the proposed training course as mentioned above may apply online mode by submitting online application through the official website (animalhusbadryvfa.in) The link will be available from 10.00 Hrs of 28th September, 2022 to 23.59 hrs of 27th October, 2022. 

The prescribed Online application shall have to be duly filled up and submitted online along with scanned copy of documents listed at Serial No. H here under of this Admission Notice. 

Documents to be uploaded: 

1. For age proof, HSLC Certificate or Admit Card issued by recognized Board/Council. 
2. The PRC (Permanent Resident Certificate) issued for Educational Purpose or Receipt of Application for PRC before the Deputy Commissioner's Office. 
3. HSLC (or equivalent) Marksheet 
4. HSSLC (Sc.) Marksheet. 
5. Recent Passport Size Photograph. 
6. Scanned Copy of Signature of the Candidate. 
7. Caste Certificate/EWS Certificate (For the Financial year 2021-22) from competent authority If applying for such category. 
8. DDO's Certificate in case of serving Grade-IV employees of the Department.

Other Terms & Conditions: 

1. Candidates must be permanent residents of State of Assam and required to upload scan copy of Permanent Resident Certificate (PRC) along with the Online Application. If a candidate fails to upload PRC at the time of submission of Application, receipt of Application for PRC submitted before the Deputy Commissioner's office may be submitted but at the time of Personality Assessment Test, the original copy of certificate should be produced, failure of which the candidature may be rejected outright. 
2. Incomplete applications will be summarily rejected. 
3. The candidates whose applications are found complete in all respects and accepted online will be called for personnel assessment test before the Selection Committee. The candidates will have to produce all original certificates and testimonials before the Selection Committee at the time of personnel assessment test. 
4. The date of personnel assessment test (PAT) will be notified in due course of time. 
5. The eligible candidates will have to appear for personnel assessment test before the selection committee to be held at the Office of the Director, Animal Husbandry & Veterinary, Assam, Chenikuthi, Guwahati-781003. 
6. No TA/DA will be admissible for appearing for the Personnel Assessment Test. 
7. Canvassing either directly or indirectly will disqualify the candidate 
8. The list of eligible candidates will be uploaded in the Department's website and also be displayed in the Office Notice Board of the Directorate of A.H. & Veterinary Deptt., Guwahati-3 and the Principal, School of Veterinary Science & A.H. at Ghungoor, Silchar, Assam. 
9. The Roll Numbers of the selected candidates (Final Results) may also be notified through leading English Newspaper Published from Guwahati, Assam. 
10. The selected candidates will have to execute a bond before joining the course. 
11. The authority reserves the right to arrange the training course at any other campus within the State of Assam. 
12.Subject to availability of vacancy and observance of Rules & Regulations, the successful trainees may be appointed time to time. Out of total passed out candidates, the authority will recruit 181 nos of trainees against 181 nos of contractual posts of VFAs in Mobile Veterinary Units (MVU-nicknamed Pashu-Sarathi). However, the authority shall not be bound to provide appointment/jobs on completion of the course. 
13. The candidate selected for admission will have to produce physical fitness certificate from the District/SubDivisional Medical and Health Officers.

GENERAL INSTRUCTIONS TO THE CANDIDATES:- 

1. The selection list confers no right to admission into the VFA Training Course unless the department is satisfied about suitability of the candidate after a thorough medical examination and verification of all essential documents for eligibility as may be considered necessary before admission to the Course. 
2. Candidature will be summarily rejected at any stage of the selection process, if found not conforming to the official format/submitting incomplete information/wrong information/incomplete requisite certificate(s)/ misrepresentation of facts impersonation. 
3. The Department reserves the right to make changes or cancel or postpone the selection process on specific grounds. 
4. Fake documents / false information/misrepresentation of facts shall lead to rejection if detected at any stage before/after admission and shall make the candidate liable to criminal proceeding as per existing law. 
5. Offering of bribe or any favour by a candidate or by any individual on behalf of any candidate is a criminal offence. Such an activity shall result in immediate disqualification of the candidature of that particular candidate. 
6. Candidates should mention their full/proper address with PIN Code. 
7. In case of any confusion, the decision of the Department will be final. 
8. The Rules & Regulations, terms & conditions of the department will be applicable. 
9. Details of Documents to be scanned & uploaded as per Clause G above: 

a) Passport size photograph: - 
Only good quality photograph shall have to be uploaded. Poor quality of photograph uploaded will lead to rejection of your application. The admit card will be printed with the photograph you uploaded. 
i) The photograph must be in colour and in a white background. 
ii) The photograph must have been taken after 1st January, 2022. 
iii) Face should occupy about 50% of the area in the photograph, and with a full face view looking into the camera directly. 
iv) The main features of the face must not be covered by hair of the head, any cloth or any shadow. Forehead, both eyes, nose, cheek, lip and chin should be clearly visible. 
v) If a candidate normally wears spectacles, glare on glasses is not acceptable in photograph. Glare can be avoided with a slight downward tilt of the glasses for the photo shoot. 
vi) Candidate must not wear spectacles with dark or tinted glasses, only clear glasses are permitted. 
vii) Image should be in a JPEG format and also on a standard 4.5cm x 3.5cm (45mm x 35mm) print. 
viii) Maximum pixel resolution for JPEG: 150 (W) x 200 (H) (Studio may be advised to reduce it to this resolution if it is higher. 
ix) The file size should be 200 - 500 kb (kilo bytes). 
x) For candidate's own benefit, it may be prudent not to intentionally change his/her facial features or hair style from what is seen in the photograph until the day of the Personality Assessment Test (PAT). 

b) Signature:- 
i) Signature should be put with a black or dark blue ink on a white paper. 
ii) Only JPEG image format will be accepted. 
iii) The maximum pixel resolution for the image is 150 (W) x 200 (H) 
iv) Dimension of signature image should be 150 (width) x 50 (height) pixels 
v) The file size should be 30 - 100 kb (kilo bytes). 
10.The candidates after duly filling up the Online Application and uploading the required documents as mentioned herein above will be directed to payment gateway for payment of fees. Subject to duly filling up the Application, uploading of documents and successful payment of fees the Application would get submitted. 
1.The candidates can then download the registration/application slip with Registration No/Enrollment ID Number. 
12.It is mandatory for the candidates to mention their full/proper address with correct PIN Code, a valid email address and active mobile phone number in the application form as the same will be used to inform them regarding the status of their applications and convey other related information. 
13.A candidate whose application is found to be in order will be called for Personality Assessment Test (PAT). 
14.The Department will not be responsible for any discrepancies that may arise due to entry of wrong mobile number and email address by the candidate. 
15.Incomplete / defective / invalid application will be summarily rejected. 
16.The candidates who are employees of Govt. / PSUs / Autonomous bodies should inform to their authorities about the application made and necessary copy of NOC from the competent authority / employer should be produced during scrutiny of documents on the day of Personality Assessment Test. 

Call Letter Downloading 
The eligible candidates will have to download Call Letter from the Department's website by entering their Mobile No. and Password/Enrollment ID number for Personality Assessment Test which will be communicated later on. 

SCRUTINY OF DOCUMENTS:- 
Candidates will be required to carry original Documents/Testimonials when appearing for the Personality assessment test for scrutiny by the authority. Candidates failing to bring the originals will not be considered for such qualifications as claimed by him/her and no further rectifications will be entertained after the Personality assessment test. 

TESTIMONIALS/DOCUMENTS IN ORIGINAL TO BE PRODUCED when appearing for PERSONNEL ASSESSMENT TEST. 
1. Identity proof like PAN Card/Driving License/Passport/Current ID Card issued by Educational Institutions/ Voter ID Card/AADHAAR Card (any one) along with the Call Letter. 
2. Certificate of proof of age. (Admit card/Pass Certificate of HSLC or equivalent examination) 
3. Certificate & Mark sheet of HSSLC (Sc.) with Biology. 
4. Certificate of Caste from the competent authority in respect of the candidates belonging to OBC/MOBC, SC, ST (P) & ST (H). 5. Duly signed Annexure-1, Annexure-2 & Annexure-3 (wherever applicable). 
6. EWS certificate from Competent Authority by EWS candidates (wherever applicable). 
7. 2 (two) copies of recent passport size photographs taken after 01/01/2022. 

MERIT LIST:- Based on the aggregate performance of the candidates in the Personality Assessment Test the Final Merit list will be prepared category wise against 450 nos of seats as shown in the advertisement. 
There will be only ONE merit list category wise i.e. General, OBC/MOBC, SC, ST(P), ST(H) & EWS separately against 450 seats. 

N.B: 
i. In case of a tie in marks, the candidate older in age will be placed higher in the merit list 
ii. Further, candidates having same date of birth and have obtained equal marks, the candidate scoring higher marks in the minimum essential qualification (HSSLC Sc.) for the post will be placed higher in the merit list. 
iii. In case seats reserved for EWS are not filled up by candidates belonging to EWS category during the selection process due to shortage of eligible candidates, the balance posts will be filled up from candidates of unreserved category .
