Directorate of Secondary Education, Assam Recruitment 2023 for 1385 Post Graduate Teachers Posts Details: 

Name of post: Post Graduate Teacher 
Total posts: 1385 

Educational Qualification: 

i. The applicant must be a Post Graduate in concerned subject with at least 50% marks (or its equivalent) from recognized University and should possess Bachelor of Education (B.Ed.) qualification from an institution recognized by National Council for Teacher Education. Degrees obtained in off-campus and distance education mode shall not be considered as valid. 

ii. The applicant should have appeared and passed Higher Secondary Teachers Eligibility Test (TET) in the concerned cadre, conducted by the Government, scoring a minimum of 60% marks in case of Un-reserved category candidates and minimum of 55% marks in case of Scheduled Castes/ Scheduled Tribes/Other Backward Classes and Persons with disabilities candidates; Provided that for the teachers working regularly against a sanctioned Graduate post in any Provincialised High School or Higher Secondary School for a minimum period of 15 years having requisite academic and professional qualification for the post of Post Graduate Teachers appearing and qualifying in TET shall be optional and they shall be awarded with a weight-age of 60 marks for their 15 years of continuous teaching experience and those who have appeared and qualified in the TET shall get the TET qualified marks in lieu of the weight-age given for the experience: Provided further that any experienced teacher who has appeared but could not secure the minimum qualifying 60 marks in the TET, shall be awarded at least 60 marks in respect of their experience if he or she has already completed 15 years of teaching experience, any marks secured by such experienced teacher over and above 60 qualifying marks in TET shall be counted additionally in respect of TET for such teacher for the purpose of selection for the post of Post Graduate Teacher. 

iii. In addition to the academic and professional qualification, the applicant must satisfy the following criteria; 
(a) In case of Assamese Medium School, the applicant must have passed HSLC or equivalent examination with Assamese language as one of the subjects or have diploma in Assamese Language issued by the Assam Sahitya Sabha or read up to HSLC level in Assamese medium School; 
(b) In case of Bengali Medium School, the applicant must have passed HSLC or equivalent examination with Bengali language as one of the subjects or have Diploma in Bengali issued by the Barak Upatyaka Bangya Sahitya O Sanskriti Sammelan or read up to HSLC level in Bengali medium School. 
(c) In case of Hindi Medium School, the applicant must have passed HSLC or equivalent examination with Hindi language as one of the subjects or read upto HSLC level in Hindi Medium School. 
(d) In case of Bodo Medium School, the applicant must have passed HSLC or equivalent examination with Bodo language as one of the subjects or read upto HSLC level in Bodo medium school. 
(e) In case of English Medium School, the applicant must have passed HSLC or equivalent examination with alternative English as one of the subject or read from Class XI onwards in English medium school. Provided that for recruitment of teachers for teaching MIL subjects the candidate who passed HSLC Examination with particular MIL Subject shall be considered.

Pay Scale: Rs.22,000/ - to 97,000/- including Grade Pay of Rs. 11,800 /- PM (under pay band III) plus other allowances as admissible under Rules.

Age Limit: A candidate must not be less than 21 years of age and not more than 38 years for open category, 40 years for Ex-Servicemen, 41 years for OBC/ MOBC and 43 years for SC/ ST(P)/ST(H) and 48 years for Persons with Disability (PwD) as on 1st January, 2022


1. Physical fitness: 
The applicant for the post of Graduate teacher shall be:- 

i. of sound health both mentally and physically and free from any organic defect or bodily infirmity which is likely to interfere in the efficient performance of his duties; and 
ii. required to undergo medical examination before appointment to the service. 

2. Criteria for selection of Post Graduate Teacher: 

(i) 100 marks on percentage of marks in MA/ M.Com/ M.Sc. Examination 
(ii) 100 marks on percentage of marks in BA/ B.Com/ B.Sc. Examination (in case of Major/ Hons. The marks obtained in Major/ Hons shall be taken into consideration). 
(iii) 100 marks on percentage of marks in HSS final examination. 
(iv) 100 marks on percentage of B.T./ B.Ed. Examination; 
(v) 100 marks on percentage of marks in TET Examination or 60 marks for 15 years of experience as a Graduate Teacher in Provincialised High/Higher Secondary School having requisite academic and professional qualification. Any experience teacher who has appeared but could not secure the minimum qualifying 60 marks in the TET, shall be awarded at least 60 marks in respect of their experience if he or she has already completed 15 years of teaching experience. Any marks secured by such experienced teacher over and above 60 qualifying marks in TET shall be counted additionally in respect of TET for such teacher; 
Explanation:- For the purpose of calculation of marks under the categories mentioned in the above clauses, if a candidate secures, for example, 60% marks in the particular examination then he / she secures 60 marks out of 100 marks allotted in the concerned examination. 
(vi) 10 marks for NCC certificate (10 marks for 'C' Certificate and 5 marks for 'B' certificate); 
(vii) 10 marks for participation in recognized sports at National level representing Assam; 
(viii) 10 marks for achievements in Fine Arts and Cultural activities representing the State officially at National level.

N.B. - Any other marks obtained in any other examinations such as HSLC or equivalent, Post Graduation / B.T. or B.Ed. and any other professional qualification not recognized by UGC / NCTE will not be considered. 

3. Other conditions : 

a. District-wise, Subject-wise, Medium-wise separate Merit Lists will be prepared for each category of the post. 
b. No person having more than two living children on or after 01/01/2021 from a single or multiple partners shall be eligible for appointment as per the Govt. policy on Small Family Norms, the Guidelines contained in the Notification No. ABP.69/2019/17 dated 06/11/2019 and No. ABP.69/2019/18 dated 16/11/2019 
c. In pursuance of the Govt. OM No. ASE.238/2014/213, dtd. 22.11.2019, those Institutions having territorial jurisdiction outside the State of Assam but having a study centre in the State and such study centres if not recognized by DEC under UGC, the degrees / certificates issued by such off campus Institutions shall not be considered as valid for the purpose of employment under Education Department. However, degrees / diplomas conferred by the KKHSOU, IGNOU, IDOL under Gauhati University and distance education under Dibrugarh University shall be considered as valid for the purpose of employment. 
d. The applicants applying for the post of UR category and OBC / MOBC / ST (P) / ST(H) / PWD category must have minimum 60% and 55% marks in both papers in Higher Secondary TET. 
e. A candidate must not be less than 21 years of age and not more than 38 years for open category, 40 years for Ex-Servicemen, 41 years for OBC/ MOBC and 43 years for SC/ ST(P)/ST(H) and 48 years for Persons with Disability (PwD) as on 1st January, 2022. 
f. No offline application will be accepted in this regard.
g. The Teachers working regularly against a sanctioned Graduate post in any Provincialised High School / Higher Secondary School for a minimum period of 15 years having requisite academic and professional qualification, who have also appeared the TET examination and qualified or could not secure minimum qualifying marks, may also apply for the post of Post Graduate Teacher. 
h. During the selection, the Rules adhered in the Assam Secondary Education (Provincialised Schools) Service Rules, 2018 will be strictly followed. 
i. If an applicant desires to apply in more than one district, separate online application will be required. Candidates can appear in the interview/ verification process in multiple Districts provided they are in a position to appear in such interview/ verification process which could be conducted by the Selection Committee, simultaneously in all the Districts at the same date and time. 
j. The online applications and documents submitted by the candidates will be verified along with their original testimonials at the District Headquarters of the concerned district. The district-wise detailed schedule and venue for screening / verification of documents will be notified in the official website. No TA / DA are admissible for verification process. District-wise verification will be conducted simultaneously on the same date and time in the districts. Candidates will be informed collectively by the Director of Secondary Education, Assam in the official website. 
k. The online application and documents submitted by the candidate will be verified using modern technology with the help of DigiLocker, Govt. of India and by Scanning Barcode or QR Code for ensuring genuineness of the uploaded documents as well as by the back-office verification with the competent board / council / authority. But the authority if desires may conduct physical documents verification at any point of time with proper notice. 
l. The candidates must ensure genuineness of all the information / documents uploaded against the online application and he / she will be solely responsible for the information / documents uploaded against his / her online application. Once uploaded, there will be no scope of correction in respect of the credential submitted by the candidate. Any discrepancy will lead to cancellation of the candidature. 
m. No additional documents will be accepted if it is submitted after closing of the online application process. 
n. The candidature will be cancelled forthwith, if any kind of fraudulence / discrepancy regarding any information / documents uploaded by the candidate is detected by the appropriate authority at any point of time. The candidate will be debarred from any future recruitment under Government of Assam and subsequent legal action will also be initiated against such candidate. 
o. A candidate will mention and select the name of the district for which the application is submitted. 
p. When the candidates appear for the verification / screening process, they must produce certificates, testimonials and all other documents, in original, that was uploaded during the application stage. 
q. The candidates having NOT CLEAR (NC) status against any qualification will not be eligible to apply r. There shall be reservation for OBC / MOBC / SC / ST(P) / ST(H) / PWD / WOMEN/ EX-SERVICEMEN etc., as per existing Government Rules.

l) Experience certificate (if any) of 15 years of teaching experience as Graduate Teacher in Provincialised High / Higher Secondary School. 
m) Certificate of Ex-servicemen issued by the Director, Sainik Welfare Board. 

Please Note: 

a. Candidates should be cautious while submitting the online application as once the application is submitted against a particular Roll Number of TET, they will not be allowed to re-submit any online documents or application for the second time 
b. After successful submission of the online form, candidates shall take a print out of the form and submit the same along-with self-attested copies of mark-sheets and certificates in support of educational qualification, caste, disability, TET, B.Ed. and co-curricular activities at the time of document verification before the Selection Committee. Candidates must also produce original documents that have been uploaded with the online application to the Selection Committee. 
c. After submitting the online application form, the candidates will get a Unique Number against the submitted application and will keep the printout of the unique Number for all future references. 
d. Candidates may note that failing to qualify in Screening/ Verification of documents will result cancellation of their candidature. 
e. The office will not be responsible for any lapse in submission of online application due to any technical problem. 
f. Application seeking condonation / relaxation of any criteria should be made to appropriate authority as per applicable norms at least 7 days prior to filling up of online applications. 
g. The following self-attested colour copies of certificates and documents to be submitted online; 
i. Mark sheet of HSLC, HSSLC, Graduation and Post Graduation. 
ii. Pass Certificate of HSLC, HSSLC, Graduation and Post Graduation. 
iii. Pass Certificate of H. S. L. C. / H. S. L. C. Admit Card in support of age. 
iv. Certificate and Mark sheet of Higher Secondary TET. 
v. Certificate and Mark sheet of B.Ed. 
vi. Certificates in support of Schedule Caste / Schedule Tribe (Plains or Hills) / OBC/ MOBC. 
vii. Candidates with disabilities will have to enclose certificates of disabilities issued by Govt. authority. 
viii. Certificate of NCC (B & C Category only) 
ix. Certificate of recognized Sports at national level representing Assam 
x. Certificate of Achievements in fine arts and cultural activities representing the State officially at national level. 
xi. Certificate of Ex-servicemen issued by the Director, Sainik Welfare Board. 

Authorities reserve the rights to cancel the candidature of any candidate as and when any ineligibility condition is detected. If any information declared by the candidate is found to be false at any stage, the candidate will be penalized as per prevailing laws/rules. The decision of the authority as to the eligibility or other wise of a candidate shall be final.
